Accounting for Carbon & Bioenergy Emissions

How greenhouse gas emissions—and ‘removals’ of carbon from the atmosphere—are counted has important implications for burden-sharing under the climate convention. Are all emissions and removals’ being counted? Is the responsibility for emissions and removals properly assigned with respect to national mitigation efforts or transferred obligations? CLARA has developed a set of recommendations for improving carbon accounting in the land use sector.
